The reason for the excess pages is that the Tractics 2nd Edition has three versions:
¥ Classic edition as published in the first edition in 1971
¥ Modifications from TSR's Little Wars magazine in 1976
¥ Updates as published in the second edition in 2021
A gamer can mix and match versions to make a custom game system that suits your players. For example, there are:

Three Movement (each of which is found on two charts: Vehicles, and Men & Horses)
Three Concealment & Detection versions
Direct Fire Mode, which is mostly Classic with very few Modifications and Updates

138% more vehicles on 16 Vehicle Data charts (233 armored fighting vehicles now, 95 originally) for 11 nationalities (6 originally)
Three Morale & Melee versions
Infantry To Hit in two versions with new automatic weapons have been expanded with an additional chart for the new Grenade rule and Close Assaulting Vehicles and Fortifications
